Gigatron Not working.

I have literally checked everything. Using most of my power supplies I get the 4 Blinken lights on constant No Power light. Got 4.5 Volts on all of the chips. If I use my bench supply I can get 5V on the chips if I up the Voltage to 5.9 Volts and the power LED lights but it still will not execute code. None of the Values on the troubleshooting Spreadsheet show the Values that match. I am trying to use LS Chips I don't know if that is the problem. I have checked the board 15 times at least and I see nothing wrong. I have spent the last 8 hours trying to figure it out and I can't seem to. II think it was working before I added the VGA Connector but now I am not sure. Anyone have any Ideas?
